The government has just officially opened the registration process for the Pakistan Accelerated Vehicle Electrification (PAVE) scheme, a major initiative to electrify the country’s transport sector.
Introduced as part of the New Energy Vehicle (NEV) Policy 2025-2030, the scheme is designed to make electric mobility affordable for ordinary Pakistanis, starting with two-wheelers.
For the first time, consumers can apply for subsidies and incentives directly through a dedicated online portal (https://pave.gov.pk/login), a move analysts believe will reduce bureaucratic hurdles that slowed down earlier green programs. The PAVE scheme primarily targets electric motorcycles and small vehicles to make eco-friendly transport financially accessible.
This plan will further boost the electric two wheeler market
which grew up fast after the introduction in 2023 of the first supporting policy, very effective.
The PAVE is part of the 2025-2030 EV Pakistan Plan which will further push up the green segment. The most relevant development introduced in the new plan is the recognition that subsidies by themselves are not enough and that the future of EVs in Pakistan depends on infrastructure improvements and financial incentives.
The country’s reliance on fossil fuels for electricity generation means that electrification must go hand-in-hand with renewable energy expansion, particularly solar power. Investments in charging stations and local manufacturing will be crucial in making EVs more accessible. With new policies encouraging carbon credit trading, international funding may play a role in accelerating Pakistan’s transition to sustainable mobility.
Electric Vehicles Market Trend and Performance
Looking at the segment growth, the trend is very positive, although many startups just started, together with the arrival of Chinese giants, like Yadea and other chinese manufacturers.
Considering that in 2023 the market started from zero, Pakistan is becoming a benchmark on creating effective support and development for EVs sector.
